Philippine Military Chief Vows No Political Interference in Senate Crisis

His remarks were made as the 24-person group Senate remained paralysed due to an ongoing dispute over leadership, with two senators each declaring themselves as the leader of the chamber and opposing groups claiming authority over its management.

The conflict has halted legislative progress, postponed the advancement of five generals and other military personnel, and increased tensions regarding the Senate's anticipated consideration of the Vice President. Sara Duterte-Carpio 's impeachment trial.

It has also taken place amid an escalating conflict involving the president Ferdinand Marcos Jnr and Duterte-Carpio, his 2022 vice-presidential candidate, whose partnership has disintegrated into the nation's most significant political divide.

Senator Panfilo Lacson, who previously served as head of the national police and has strong connections within the military, called on the armed forces and national police on Tuesday to exercise caution.

Lacson stated that unprincipled, ambitious factions and those seeking instability aim to exploit the chaos or circumstances and might attempt to deceive some of our armed forces members.

Lacson stated that he felt the discomfort within the military was connected to a press event organized last week by 18 former military officials inside the Senate complex, during which they expressed concerns about the army and criticized the Marcos government.

He stated that both events seemed "related" and were part of larger initiatives aimed at undermining the administration.

Brawner acknowledged there was tension among the members, but described it as a combination of professional dissatisfaction and worries about the nation's political situation.

"Regarding the murmurs within the military, it's only normal for some of our staff to feel disappointed due to various factors like not receiving promotions or failing to secure their preferred roles, along with frustrations arising from the current political situation in our nation," Brawner stated.

However, these issues would not involve the military in political conflicts, he stated. "We have come a long way from the era of military adventures. Our soldiers are now more conscious of their appropriate roles."

Some influential individuals have encouraged the armed forces to choose a side in the intense political conflict between Marcos and Duterte-Carpio, an alliance that ended when she stepped down from her role in the presidential administration in June 2024. Following this, she openly warned that if something happened to her, the president, his spouse, and the Speaker of the House would be targeted—statements that formed part of the accusations used during her impeachment proceedings.

In November of last year, former air force commander Major General Romeo Poquiz headed a group of former military officials who openly urged troops to stop backing their top leader, Marcos, and instead pledge allegiance to Duterte-Carpio.

Brawner stated that these kinds of requests did not alter the military's duty to remain neutral in partisan politics, despite soldiers personally observing the nation's political unrest.

Soldiers are monitoring the political situation, and personally, they feel worried, yet their responsibility requires each one of us to stay away from party politics. We refrain from speaking openly. We simply carry out our tasks.

A top-level senior military official, who requested confidentiality, expressed a comparable sentiment, stating that the armed forces will stay neutral and adhere to the established hierarchy.

The officer stated to This Week in Asia, 'We obey instructions and remain dedicated to our mission of safeguarding our nation.'

He characterized internal complaints as "minor," noting that a working promotion process and a complaint procedure were available.

Numerous criticisms currently spreading were "merely partisan political chatter," he stated, blaming one political party for attempting to persuade troops to speak or behave in a way that made their movement seem supported by the military.

Security fears

The Senate leadership fight has increased the tension regarding the chamber's management of Duterte-Carpio's impeachment process, as opposing groups have also been fighting over control of its administration, funding, and security measures.

The heart of the conflict involves Alan Peter Cayetano, a strong supporter of Duterte who asserts he is still the Senate president, and Sherwin Gatchalian, the senator acknowledged by the Marcos government and the House of Representatives as the interim Senate president.

The group led by Gatchalian announced on June 3 that all Senate positions were empty and appointed him as "Acting Senate President," whereas Cayetano has declined to relinquish his role.

The conflict has divided the Senate into opposing factions, with each side asserting control over a body where a simple majority can remove all leadership positions, yet at least 13 votes are required to elect a Senate president.

As of Wednesday, the Cayetano group numbered 11 members, whereas the Gatchalian faction consisted of 12.

On Wednesday, Gatchalian stated that the state-run Land Bank of the Philippines has acknowledged him as the authorized person responsible for issuing Senate checks, which he referred to as evidence of his "functional authority" over the committee.

"The most evident indication of his leadership is my administration and oversight of the Senate. The Land Bank has already finished transferring the signatures, so we will now proceed to sign the checks to deduct funds from the Senate account," Gatchalian said to journalists.

I believe this serves as obvious proof that we maintain authority over the Senate.

Gatchalian additionally directed Senate staff to operate remotely and enhanced security measures, stating that NBI Chief Melvin Matibag had cautioned that "an individual may cause unrest within the Senate and could be carrying weapons."

Cayetano ignored the alert in a Facebook post, alleging that the NBI was "obviously biased" and "involved in violence inside these premises."

He was talking about a May 13 shooting event within the Senate where security personnel opened fire on NBI agents who they alleged were attempting to gain entry to apprehend a senator. Ronald Dela Rosa regarding his supposed involvement in the International Criminal Court's charges of crimes against humanity related to the detention of former president Rodrigo Duterte.

Former national police chief and staunch Duterte supporter Dela Rosa has disappeared.

Cayetano's comment was posted on Facebook but did not appear on the official Senate website, which currently lists Gatchalian as "Acting Senate President."

During his session with North Korean leader Kim Jong-un On Monday, Chinese President Xi Jinping stated that both parties should "increase cooperation in diplomatic, law enforcement, and military areas," as reported by the state-run news agency Xinhua.

Although both parties made commitments to enhance strategic communication, the denuclearization of the Korean Peninsula was absent from their declarations during the meeting, marking a significant difference compared to Xi's earlier visit in 2019.

"Currently, Russian-North Korean ties seem not to have suffered major damage; Russia remains the more affordable and less demanding ally for North Korea," noted Seiler, a senior advisor for the Korea Chair at the Washington-based Center for Strategic and International Studies.

Kim is expected to seek out low-risk, restricted chances to enhance collaboration with China, yet in a more restrained and careful approach.

It is believed that Pyongyang has obtained Russian technical support in enhancing its traditional arms capabilities in return for dispatching soldiers and equipment to assist Moscow’s conflict in Ukraine. The chance for greater military interactions between China and North Korea arises amid Pyongyang's ongoing development of its nuclear and traditional weaponry programs.

The day prior to the release of news regarding Xi's visit, North Korean official media stated that Kim had recently visited a newly launched facility for producing nuclear materials and promised to significantly enhance his nation's nuclear capabilities, while consistently increasing its scale over time.

On Sunday – the day prior to Xi's visit – Kim's sibling Kim Yo-jong remarked that North Korea's position as a nation possessing nuclear capabilities was an "absolute, undefined limit," and that "adversarial powers" like the U.S. "should abandon their illusions about de-nuclearization."

Although China had earlier backed a denuclearized Korean Peninsula, its latest moves indicate a shift away from this stance.

In an opinion piece released by North Korea's official newspaper Rodong Sinmun prior to his visit, Xi emphasized standing against "hegemonism and power struggles, as well as every attempt and plan aimed at reviving militarism and threatening regional security and peace," though denuclearization was not referenced.

It stood in opposition to Xi's editorial in the same outlet prior to his previous visit seven years earlier, which emphasized fostering peace and discussion regarding the Korean Peninsula.

The Chinese government promotes the total elimination of nuclear weapons and peace on the Korean Peninsula via step-by-step, multi-party discussions. Nonetheless, China's approach seemed to shift from its initial position in November after excluding endorsement of a nuke-free Korea in its most recent white paper entitled "China's Arms Control, Disarmament and Nonproliferation in the New Era."

Lim Eul-chul, affiliated with the Institute for Far Eastern Studies at Kyungnam University, stated that variations in media reporting about the summit highlighted North Korea's concern over its structure potentially being overshadowed by China's economic framework or international production networks.

China adopted a position of "de facto acceptance" regarding North Korea's status as a nuclear state by maintaining "deliberate quietness," according to Lim, who mentioned that Xi strongly endorsed the "Korean-style socialist achievement" of declaring itself a nuclear power in its constitution.

It seems this is an effort to establish a defense partnership between North Korea and China aimed at countering South Korea, the United States, and Japan via military collaboration in return for tolerating nuclear capabilities.

Patrick Cronin, who serves as the Asia-Pacific security director at the Washington-based research organization Hudson Institute, stated that Xi's general appeals for greater commercial and defense cooperation constituted a "strategic message" directed towards both Moscow and Washington.

He stated that Beijing is emphasizing the idea that China, rather than Russia, continues to be North Korea's essential ally.

Meanwhile, this serves as a reminder to Washington that China has significant influence over Pyongyang and thus deserves more respect in upcoming diplomatic initiatives aimed at ensuring peace on the Korean Peninsula.

Kang pointed out that Xi's trip to North Korea highlighted Pyongyang's growing significance for China, as evidenced by the Chinese leader's frequent statements underscoring strategic collaboration and dialogue.

In response to the United States reinforcing alliances with South Korea and Japan, China is drawing North Korea, which has historically been within its sphere of influence... For this purpose, it must somewhat recognize North Korea's position.

Nevertheless, based on historical evidence, Kang stated that North Korea would avoid being overly swayed by any one country, be it China or Russia.

Afenifere Demands Halt to Terrorists in Military Integration

...Southwest Monarchs Call On Residents To Prepare For Personal Protection

Driven by the alarming actions of extremists within the country, especially in the Southwest region, the Ondo State branch of Afenifere, a Yoruba socio-political organization, has urged the federal government to halt the inclusion of converted militants into the national armed forces.

The group further called upon customary leaders and residents of the Southwest region to remain vigilant and prepare for self-protection against militants attacking local areas and abducting students and educators.

Afenifere noted that incorporating former terrorist groups into the system is imprudent and has shown to be harmful to counter-terrorism methods and approaches.

The group stated: 'We urge an end from now on to the misguided inclusion of terrorists in any form within the Nigerian military, as this action has demonstrated itself to be harmful and ineffective against our country's efforts in combating terrorism and defense planning.'

Encouraging traditional leaders in the Southwest to get their communities ready for defense, Afenifere called for efficient elimination of planned hegemonic military attacks on territory.

A statement issued together by the chairman and secretary, Chief Hon. Korede Duyile and Rt. Hon. Bakkita Bello respectively, stated: "Meanwhile, we urge all our community leaders to promptly implement defense strategies, frameworks, and institutions aimed at both thwarting and decisively eliminating the planned expansionist military attacks carried out by the raiders, referred to as bandits along with their local accomplices."

We urge the upright residents of Ondo along with others from the South-West states to remain constantly vigilant and prepared to take action in their own defence.

The group urged for the rapid recovery of the 42 students and seven teachers who were taken hostage in Oyo State by militants.

A statement says in part: "The Ondo State branch of Afenifere, the Yoruba socio-political group, condemns the tragic abduction of 42 students and seven educators on May 15, 2026, from Ahoro-Esinele and Yawota, which are situated within the Oriire Local Government Area of Oyo State."

Unfortunately, the lawless outlaws went so far as to behead one of the educators! We strongly reject and criticize their ongoing imprisonment in the harshest and most brutal living situations, along with extended intentional physical and psychological abuse beyond imagination.

We genuinely empathize with the impacted children and educators, along with their families, communities, and the government of Oyo State during this challenging period marked by lasting sorrow and provocative actions.

The action that has forced everyone impacted to endure mental and bodily suffering is not just considered abominable and wicked, but also a grievous offense against human dignity and rationality.

We ask for swift heavenly help and deliverance of everyone taken hostage by bandits in Oyo State, along with many others who are detained in Ondo State and different areas across Nigeria.

We further hope all those affected experience a quick healing from their wounds and emotional distress.

We value the attention from the federal government. We remember all the sincere individuals who have participated in the relief efforts. We praise each one of you.

We highly commend Governor Seyi Makinde for his bravery amidst these difficulties. We truly hope that the recent tragic kidnappings had not occurred.

Nevertheless, we can only wish that this unfortunate event serves as a reminder to all our Southwest governors about the continuous appeals, requests, and alerts issued by AFENIFERE in recent years. The leadership of Afenifere has consistently cautioned, often backed by evidence, regarding the looming disasters caused by the uncontrolled and unlimited entry of unwanted individuals, intentionally coming from various regions within Nigeria into the South-West.

Regrettably, our good intentions went unnoticed.

The Ondo State branch of Afenifere, despite the deeply distressing situation, emphasizes once again the urgent need for the creation of State Police forces, regional administrations, and defined constitutional responsibilities for local community leaders.

We also acknowledge the recent court decision and the sentence of execution by hanging for the terrorists who caused significant losses at St. Francis Catholic Church in Owo in 2023.

We nevertheless urge swift trials and legal resolution of all cases related to terrorists, abductors, bandits, and other violent offenders.

We want to praise the security personnel, who keep dedicating their lives to safeguarding the community despite difficult circumstances.

We urgently request authorities at every level to provide essential resources needed for efficient monitoring, information collection, and strategic operations, with the aim of promptly and definitively halting the incursions of these terrible aggressors.
